The submitter says this page was found on the sidewalk near Songshou Road, looking as if it had fallen out of a notebook. The paper doesn't fear water, the writing is in oil-based pen and didn't smear. The writer was very calm, like keeping a case record. We transcribe it as-is.

03:11  Arrived. Second lamp at the alley mouth, not lit.
03:14  The characters on the ad wall start to 'destabilize.' First, note down the original characters.

The front is a time record, readable: at some location, some predawn stretch, the characters on some wall 'changed,' lasting 9 seconds. The writer was very methodical—shoot RAW, back up 3 copies, store offline, and even noted specially that 'the phone shot is blank, this notebook page is still here.'

What's hard to read is the 2 lines after. 'Those who are inside during that stretch don't remember afterward.' 'I remember, so I'm probably not within the range they count.'—who 'they' are, and what 'count' means, the paper doesn't say.

The last 2 lines are underlined. We don't know who wrote this page, or where they are now. If you've ever found, or written, something similar—do as he says: at that time, don't go to that place.
