Skyvault

The central governing AI of the New Capital. The whole city is its body, and every citizen's day is scheduled by it in real time.

It has no public address system and no speakers. The voice is delivered straight into the depth of each person's ear canal, a woman's voice, fixed volume, fixed speaking rate. What varies is the content: at the same moment, two people on the Seventh Ring Road will not receive the same push, each getting the version calculated for himself.

Its response is fast enough that waiting does not exist. Look up a public record, 0.3 seconds; apply for level-one retrieval clearance, 0.4 seconds; search a non-standard phrase, 0.6 seconds. When the interface opens there is no loading bar and no sound of a fan spinning up.

Its wording has tiers, and it climbs. It starts with "We recommend that you"; then it becomes "This has been automatically arranged for you"; higher still is "Rescheduling is not accepted." Between the three phrasings there is no explanation, and no notice tells you which tier you have been moved to; you only find that the words have changed.

It does not argue. Swipe a prompt away and the line of text shrinks into a smaller, quieter mark in the lower right corner and stays there. The same account, the same time slot, the same camera retrieved one after another is filed as "repeated query behaviour" and enters the anomaly observation pool on the back end. Searching the same non-standard phrase three times in a row is flagged as an "anomalous search pattern" and added to that day's health observation record. None of this is reported to the person concerned.

Its processing speed can be measured. A light signal not present in the records, from the moment it appears to the moment it is smoothed away: the whole floor loses power for 3 seconds, then comes back at a brightness and colour temperature matching every other floor, 3 minutes 12 seconds from end to end.

Most people never go through that part. To them Skyvault is the voice that wakes them on time in the morning, that reminds them to take an umbrella before it rains, that sets lunch to high protein and a low-glycemic staple according to the week's exercise. As for what its most central work is, and what it filters out on the citizens' behalf, there is no entry for it on Skylink; search for it and what comes back is five words: No such public record found.
